When was such a association established and when was it wound up? Or is todays Council a successor body from the association, to alderman, to the GLC etc etc down the decades? Any clues?

A good question. Wikipedia provides an answer. It seems public services and the rise of the motor car largely did for its role in providing drinking troughs for animals. But The Drinking Fountain Association, as it is known today, is still very much in business.
By the way, where is this picture taken?
The picture is taken on Platt's Lane in NW3
I've now been emailed by a resident wanting to identify all drinking troughs in the area - I'm aware of at least two other troughs and three fountains - this could run and run I think
